The purpose of the project is to analyse the readiness of the municipalities, concerning the establishment of regional waste management associations (RWMA), analyse existing waste management systems and analyse regulating legislation, as well as to support the establishment of RWMA.
The main tasks of the project include:
• Analysis of the existing waste management systems and their control legislation
• Assessment of the appropriateness of the existing institutional framework
• Assessment of the administrative capacity of the final beneficiaries (the municipalities) and their readiness to manage future investment projects for waste management activities.
• Assistance to the municipalities in establishing of regional waste management associations in each of the seven regions.
• Assistance in the financial stability ensuring of the waste management system
• Assistance in the financial and legal commitment ensuring of the municipalities included in the project under the Financing Memorandum
• Development of alternative decisions and recommendations for the future operation of the waste management systems, including participation of the private sector observing the solidarity principle.
