Overall objectives

The overall objective of this project is to achieve integrated waste management and higher quality of the services provided at а local and regional level through establishment of regional waste management systems and to ensure the compliance with the requirements of the national legislation with the EU regulatory framework in the waste management sector.

Purpose of the project

The purpose of this contract is to assist the Bulgarian competent authorities in:
• Establishing the necessary structures (referred to as Regional Waste Management Bodies (RWMB)) for waste management within the selected “pilot” regions, including the necessary documents for establishment, organization and operation.
• Encouragement of regional (i.e. inter-municipal) co-operation in the waste management field.
• Strengthening the institutional capacity of the competent authorities on waste management planning at local and regional level, with the purpose of ensuring compliance with the national legislation.
• Improvement of the waste management activities provided by the municipalities.
• Strengthening the administrative capacity of the local authorities involved in waste management.

Results to be achieved by the project

• Set up of the basis for the “Regional Waste Management Bodies” for operation/maintenance of the regional waste facilities and or collection/transportation of municipal solid waste, together with the preparation and approval of all the necessary documentation for establishing of a facility, operation/maintenance cost allocation scheme among the municipalities within the relevant region;
• Updated Municipal Waste Management Programs for all Municipalities within the three “pilot regions” - Montana, Rousse and Silistra, meeting the provisions of the Waste Management Act;
• Model regulation pursuant to Art. 19 of the WMA, and in conformity with the other provisions of the WMA as well the related secondary legislation on its implementation, which should reflect the new approach for integrated regional waste management and the availability of RWMB;
• Design of an unified waste management data base in the municipalities of the three pilot regions and establishment of a data acquisition system as required by WMA and Ordinance No. 9 and its submission to the institutions concerned with waste management at a regional and national level, for municipalities included in the pilot regions.
